Consul-General at Shanghai reports difficulty in

connection with the Central and North China Godoms and Press Pack-

-ing Company and Yangtze Wharf and Godown Company stated to be registered in Hongkong but entirely directed managed and staffed by enemy subjects also almost all shares held by enemy nationals. Consul-Gemeral points out that as no person in China connected with the companies can be summoned before British Courts and as attempts to serve writ or lovy distress for fine would probably cause breach of the peace, companies can defy law as to trading with enemy while enjoying privileges of British Companies. Exclusion from White List and China Companies Order-in-Council when passed may meet some of difficulties but situation disclosed appears undersir- -able. Consul-General reports that you state you have no, legislation to meet such cases. I suggest legislation of a similar kind to Section 11 of the Trading with the Enemy Act, 1915. Please
